While deeply regretting my duty, I consider it on the occasion, to express that I consider these riots originated with the military (19 Regiment) and for the unwarrantable fact of their taking the law into their hands to revenge the violent death of their comrade mortally wounded on the night of the 10th instant - and these riots evere commenced when the house suspectect was in the charge of the Police, and the supposed murderers were in the hands of the Civil power.
The lamentable casualties on the evening of the 14th of the instant (stated to have been caused by the Police and which is the subject of a Civil judicial enquiry), would not have occurred had it not been for this Military riot.
Statements made by the Superintendent of Police when His Excellency visited the scenes of the late riots, (accompanied by me) it would appear that the excesses of the soldiers were not limited to the suspected house referred to above, but were extended to other houses in another street, and the outrages seem to have been wanton.
